Manitoba Provincial Nominee MPNP Manitoba Labour and Immigration has announced many changes to the Manitoba Provincial Nominee Program MPNP, including the new deployment of the skilled worker program in-demand occupations list, the Business Investor Stream (BIS) and a new integrated skilled worker express entry program with Canada’s Express Entry system

Manitoba Provincial Nominee Progam (MPNP)  immigration stream provide newcomers with more pathways to permanent residence in the province. The new changes coming into effect on 2018 include the restructuring of four main immigration streams to Manitoba including:

Manitoba Provincial Nominee MPNP skilled worker  in-demand occupations list 

The Manitoba Provincial Nominee MPNP skilled worker  in-demand occupations list  will be used to prioritize qualified Expressions of Interest (EOI) and inviting applications from the new Skilled Worker Overseas stream. The Manitoba Provincial Nominee MPNP skilled may draw applicants from two groups the Manitoba Express Entry pathways and the Human Capital pathways to meet the in-demand occupations requirement of the program.

The Manitoba Provincial Nominee MPNP Express Entry program will come into effect January 2018, allowing Manitoba to nominate eligible applicants for Canada’s Express Entry immigration program and have an active Express Entry profile. Applicants who have a minimum of six-months experience in an in-demand occupation as well as a close friend or relative in Manitoba or a valid Invitation to Apply issued by the MPNP these candidates will receive priority invitation.

The Human Capital pathways is for international skilled workers immigration for Immigrants applying under the Manitoba Provincial Nominee MPNP skilled worker In-demand Occupations list, and who demonstrate a high potential for establishing themselves in their chosen occupations sooner after arrival in Manitoba . Family connections or previous post-secondary or work experience in Manitoba in the last five years are required to qualify for this stream, among other criteria. 

Changes to MPNP-B and Skilled Workers in Manitoba

The Manitoba Provincial Nominee Business MPNP-B stream has been renamed the Business Investor Stream (BIS), and it has been split into two pathways the Entrepreneur Pathway and the Farm Investor Pathway.

Manitoba Provincial Nominee MPNP Business Investor Stream BIS previously MPNP-B  require qualified applicants to start their business within the first 12 months of their arrival in Manitoba, with priority given to business in rural Manitoba outside Winnipeg. Applicants in the Entrepreneur Pathway they still have to sign a business performance agreement to purchase an existing business in the province or start a new business. Qualified applicants do not have to provide a good-faith deposit of $100,000 and in return they would receive a temporary work permit and, The province released that the new criteria will come into effect in the first quarter Q1 of 2018.

Changes to MPNP-B and Skilled Workers in Manitoba

The new Manitoba Provincial Nominee Skilled Workers in Manitoba Stream PNP SWM will be spit into two pathways:

  • the Manitoba Work Experience Pathway, and;
  • Employer Direct Recruitment Pathway.

The Manitoba Work Experience Pathway is for applicants currently working in Manitoba with temporary work permits and whose jobs are not found on the In-demand Occupations list. The Employer Direct Recruitment Pathway is for international applicants with job offers from pre-approved Manitoba employers.

Manitoba Provincial Nominee MPNP International Education Stream

The new Manitoba Provincial Nominee immigration program for the International Education Stream IES is designed for international students graduating from a Manitoba designated learning institution DLI and possesses the skills required for jobs in the province’s employers. The program prioritizes Manitoba workers graduating from the province providing them faster processing time an expedited pathways to provincial nomination.

The program comes into effect in April 2018, the new Manitoba Provincial Nominee immigration program for the International Education Stream IES will target graduates in science, technology, engineering and mathematics education programs students who are completing their internships in Manitoba designated learning institution that support industry innovation related to their fields of study. The new stream allow international student Manitoba graduates who have secured a long-term job offer in an in-demand occupation from the in-demand occupation list released earlier this month will not have to work for six months before applying for nomination from the Manitoba Provincial Nominee MPNP immigration program.

Mr. Ian Wishart, Manitoba’s Education and Training Minister, stated in relation to the new program “The new International Education Stream will make it easier for international students with a Manitoba education to build their careers and settle here in the province” That is a clear indication that Manitoba Labour and Immigration is facilitating immigration for international students graduates from Manitoba designated learning institution.
